Keel is a graduate of Middle Tennessee State University, received his master's degree from Northwestern University’s Medill School of Journalism, and attended the senior executive program of Harvard’s Kennedy School of Government. In his early career, Keel was a news reporter, editorial writer,
Washington correspondent, and city editor for The Tennessean newspaper. In 1977 he became research director and speechwriter for Lamar Alexander’s successful campaign for Governor. Following the 1978 election, he was appointed Special Assistant to Governor Alexander, serving as Coordinator of the Governor's Policy Group and Executive Director of the Tennessee State Planning Office. Keel and his public affairs firm The Strategy Group have consulted to some of Tennessee's largest companies and institutions. In 1992-93, as president of the Leadership Nashville Alumni Association, Keel organized Nashville’s Agenda, the landmark citywide visioning process that involved thousands of citizens and lead to creation of t he Nashville Housing Fund, the Frist Art Museum, the Davidson Group for race relations, and other important initiatives. Keel is a columnist and author of two books: Coup, the Day the Democrats Ousted Their Governor, published in 2013, and now Crossing the Aisle, How Bipartisanship Brought Tennessee to the 21st Century and Could Save America. His column for the USA Today Tennessee Network appears regularly in The Tennessean editorial pages.

The latter third of the twentieth century was a time of fundamental political transition across the South as increasing numbers of voters began to choose Republican candidates over Democrats. Yet in the 1980s and '90s, reform-focused policymaking—from better schools to improved highways and health care—flourished in Tennessee. This was the work of moderate leaders from both parties who had a capacity to work together "across the aisle."
The Tennessee story, as the Pulitzer Prize–winning author Jon Meacham observes in his foreword to this book, offers striking examples of bipartisan cooperation on many policy fronts—and a mode of governing that provides lessons for America in this frustrating era of partisan stalemate.
