Franks, Presiding Judge of the Court of Appeals, has announced that he will be retiring from the Court on December 31, 2012. A portrait unveiling will be held in the courtroom of the Tennessee Supreme Court in Knoxville on December 3rd at 10:30 a.m. A reception will follow. |
